Democratic National Committee Approves Delaware Delegate Selection Plan

NEW CASTLE - On Thursday June 11, 2015, after a month long public comment period, the Delaware Democratic Party’s State Executive Committee unanimously approved the 2016 Delaware Delegate Selection Plan. The plan was then sent to the Democratic National Committee, who gave the plan final approval on October 21, 2015. The plan will be used to select Delaware’s delegation for the 2016 Democratic National Convention in Philadelphia. The plan provides guidelines for the delegate selection process, including diversity goals, and schedules important dates for the process. The 2016 Democratic National Convention will be held July 25-28 in Philadelphia, Pennsylvania. Delaware’s National Delegation will be elected at the 2016 Delaware Delegate Selection Caucus (DDSC) on May 7, 2016, in Dover, Delaware.

Key points of the 2016 Delegate Selection Plan

Delaware will send 31 delegates and 2 alternates to the Democratic National Convention in Philadelphia. This delegation will be made up of:

  • 14 subdivision-level delegates, consisting of 8 delegates from rural New Castle County, 2 delegates from Kent County, 2 delegates from Sussex County, and 2 delegates from the City of Wilmington;
  • 5 at-large delegates that can be from anywhere in the state;
  • 10 unpledged Party Leader and Elected Official (PLEO) delegates, which includes the Governor, members of Congress, Delawarean members of the Democratic National Committee and other distinguished party leaders;
  • 2 pledged Party Leaders and Elected Officials (PLEO) delegates;
  • 2 alternate delegates that can be from anywhere in the state.

The plan requires that those running to become a delegate are registered as Democrats by January 1, 2016. Individuals may register to vote by visiting ivote.de.gov or by calling the Delaware Department of Elections at (302) 739-4277. Delegate candidates must also file a statement of candidacy and pledge of support. These filing forms will be available beginning in January of 2016.
